Google has initiated a new site for hangout on the web. This new site presents all the google contacts and option to communicate with them.Google puts three big buttons to start a video call or phone call and new chat thread.
Jordanna Chord from Hangout says:

It has the traditional side menu which gives you easy access to all option you have in hangout.
It also offers direct link of hangout app for Android and iOS.
